IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
February 2, 2021
To recognize and honor Charlene Diane Fairfax, RPh, for her contributions to the District of
Columbia and on the occasion of her 70th birthday.
WHEREAS, Charlene D. Fairfax was born in Washington, D.C. on January 13, 1951;
WHEREAS, Charlene D. Fairfax grew up in the Stronghold community of Ward 5, in the
loving household of her late parents Charles and Alcynthia Butler, and her siblings Linda,
Shirley, and Charles, Jr.;
WHEREAS, Charlene D. Fairfax attended schools in the District of Columbia including
St. Martin's School and Notre Dame Academy, class of 1968;
WHEREAS, Charlene D. Fairfax was initiated as a member of Alpha Kappa Alpha
Sorority, Inc. through the Illustrious Iota Chapter at the University of Pittsburgh in 1969;
WHEREAS, Charlene D. Fairfax earned a bachelor's degree, cum laude, in Biology from
the University of Pittsburgh in 1972;
WHEREAS, Charlene D. Fairfax served in federal service with the Department of
Health, Education & Welfare in Boston, and the Veteran's Administration and Small Business
Administration in Pittsburgh;
WHEREAS, Charlene D. Fairfax earned a bachelor's degree, cum laude, in Pharmacy
from the University of Pittsburgh in 1986;
WHEREAS, Charlene D. Fairfax served as a pharmacist and store manager at People's
Drug Store in Brookland, in Ward 5, from 1986 to 1991;
WHEREAS, Charlene D. Fairfax served as a pharmacist, team leader, and trainer at
CVS/Pharmacy at Hechinger Mall in the District of Columbia from 1991 to 1999;
WHEREAS, Charlene D. Fairfax received the CVS/Pharmacy Regional Pharmacist of the
Year Award in 1992 and the CVS/Pharmacy Paragon Award in 1998;

WHEREAS, Charlene D. Fairfax served as a Clinical Care Coordinator and Site Manager
for CVS Health Connection in the District of Columbia from 2000 to 2005;
WHEREAS, Charlene D. Fairfax has served as a Certified Diabetes Educator since 2004;
WHEREAS, Charlene D. Fairfax helped design and implement a Type-2 Diabetes
prevention program for children in the District of Columbia in collaboration with D.C. Public
Schools and Pfizer Health Solutions;
WHEREAS, Charlene D. Fairfax has served the people of the District of Columbia for
over 15 years at the District of Columbia Department of Health Care Finance (DHCF) where she
is a lead advisor to the Medicaid Director, helps to oversee the Pharmacy Benefit Management
contract, and co-chairs the Pharmacy and Therapeutics Committee;
WHEREAS, Charlene D. Fairfax has been recognized for her distinguished service to the
District of Columbia: as a finalist for the Cafritz Award for Distinguished DC Government
Employees; as recipient of two DHCF Director's Awards; as recipient of the Above and Beyond
Award for Outstanding DHCF Employee Recognition; and as recipient of the James Harris
WDCPhA Professional of the Year Award;
WHEREAS, Charlene D. Fairfax served as the Chair and Vice Chair of the Eastern
Medicaid Pharmacy Administrators Association from 2015 to 2019;
WHEREAS, Charlene D. Fairfax has molded and shaped generations of pharmacy
students as a Preceptor at the Howard University College of Pharmacy for 32 years, and at the
University of Maryland School of Pharmacy for 5 years;
WHEREAS, Charlene D. Fairfax is a lifelong parishioner at St. Martin's Catholic Church
at North Capitol and T Streets, NW;
WHEREAS, Charlene D. Fairfax has been a Lector; Eucharistic Minister; Impact Retreat
Team Member; Parish Council Member; Health Ministry Chair; Prefect of the Sodality; and a
member of the Ladies of Charity and the Traditional Choir at St. Martin's Church;
WHEREAS, Charlene D. Fairfax has 4 children, including Roger Jr., Virginia,
Christopher, and Justin, who have gone on to distinguished careers in law, education, nursing,
business, engineering, and public service;
WHEREAS, Charlene D. Fairfax has 11 grandchildren, ages 6 to 24, from Kindergarten
through law school and graduate school;

WHEREAS, Charlene D. Fairfax has several pastimes, including Royal Caribbean
cruises, traveling, watching football and Hallmark movies, Zumba, and playing Bingo.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
resolution may be cited as the "Charlene D. Fairfax Recognition Resolution of 2021".
Sec. 2. The Council of the District of Columbia recognizes and honors Charlene D.
Fairfax on the occasion of 70 years of life.
Sec. 3. The resolution shall take effect immediately.
