To confirm the appointment of Mr. Ramon Richards to the District of Columbia Health Benefit
Exchange Authority Executive Board.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Health Benefit, Exchange Authority Executive Board Ramon
Richards Confirmation Resolution of 2020".
Sec. 2. The Councilofthe District of Columbia confirms the appointment

Mr. Ramon Richards is the Senior Vice President of Integrated
Technology Solutions at Fannie Mae in Washington, D.C.
Mr. Richards is a seasoned executive with over 19 years of
experience leading large organizations and delivering on
complex program initiatives to address critical business
priorities. At Fannie Mae, Mr. Richards has excelled in executive
leadership roles across a diverse range of business. sectors such
as Director, VP of Finance and Corporate Functions, VP and
Senior VP of Securitization and Credit Technology, and Senior
VPofIntegrated Technology Solutions. Through his many
executive roles at Fannie Mae since 1999, he has come to thrive on building high performance
teams, developing talent, and collaborating with stakeholders.
He is a proven collaborator who has experience scaling emerging technologies across the
Enterprise and has demonstrated success developing strategie plans and leading execution
programs. In his current role, Mr. Richards provides technology leadership and software
engineering support across Fannie Mae's Single Family. Multifamily, and Finance divisions by
managing an organization with 1800+ staff members and annual budgets over $400 million.
A Ward 4 resident, Mr. Richards obtained a Bachelor of Science in Mathematics from Morehouse
College, and a Bachelor of Science in Electrical Engineering from the Georgia Institute of
Technology in Atlanta, Georgia. Mr. Richards went on to cam his Master of Business
Administration from the Wharton Business School at the University of Pennsylvania, Philadelphia.

Senior Vice President - Securitization and Servicing Technology July 2017 to July 2018

Responsibilities included providing technology leadership for the Securitization & Servicing organization
and the establishment of the Intelligent Automation capability for the Enterprise. Managing an
organization with 500+ staff members and annual budgets over$125M.
+ Successfully completed development and testing for the multi year initiative to. replace Fannie
Mae's securitization platform with a new solution under development by the Common Securitization
Solutions (CSS), a Fannie Mae and Freddie Mac joint venture
+ Successfully created an enterprise Robotics Process Automation (RPA) capability to automate and
reduce costs for manually intensive processes. To date, over 60 processes have been automated.
+ Successfully led a multi year initiative to deliver a new target state for Fannie Mae's Servicing
capabilities, which include Master Servicing, Loss Mitigation and Expense Management.
+ Member of the Diversity Advisory Council (DAC), the council was tablished to define and
execute on Diversity & Inclusion priorities for Fannie Mac.
Vice President - Securitization and Credit Technology March 2012 to June 2017

execution lead for the Securitization transformation program that includes delivering new business
capabilities and integrating with the platform developed by the Common Securitization Solutions (CSS), a

annual budgets over $125M.
+ Led the definition of Fannie Mac 's integration strategy with Common Securitization Platform
(CSP) and multi year execution roadmap to enable the new Uniform Mortgage Backed Security.
+ Completed application development to integrate with CSP and deliver new Issuance, Disclosure
and Bond Administration capabilities, including enhancing 30 apps and creating 7 new apps.
+ Partnered with the Enterprise Shared Services organization to deliver new capabilities including
automationofenvironment provisioning, test automation, Test Data Management capability and
Continuous Integration/Deployment capabilities.
+ Built an execution organization that consists of 25 agile development teams, offsite data
conversion and development factory that supports distributed agile projec
+ Successfully delivered multiple new business capabilities for the Securitization business including
ability to securitize a new mortgage product and the new Enterprise Settlement Service.

Servicing, Legal, Human Resources and Audit business units. Managed a 250-person organization,
responsible for 130 applications including 25 finance systems that support the generation of financials for a $3
trillion book ofbusiness. The servicing platform is responsible for monthly processing of18 million loans.
+ Reduced monthly finance close execution by 25% in 2010 by enhancing finance systems
+ Outsourced production support for 25 applications across two business units to a Managed Services
Provider (MSP) while continuing to meet all service levels during the transition
+ Addressed multiple business challenges by maintaining and developing End User Computing (EUC)
solutions, led the developmentofthe industry-leading conceptofan EUC Factory including defining the
required services and selecting a strategic partner. The factory provided high quality development
services, which were adopted by the Enterprise.
