33 To amend the Office on Ex-Offender Affairs and the Commission on Re-Entry and Ex-Offender
34 Affairs Establishment Act of 2006 to require the Office on Returning Citizen Affairs to
35 assess the needs of children in the District of Columbia whose parents are incarcerated.

37 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
38 act may be cited as the Helping Children Impacted by Parental Incarceration Amendment Act of
39 = 2020
41 Sec. 2. Section 3(b)(2) of The Office on Ex-Offender Affairs and the Commission on
42 Re-Entry and Ex-Offender Affairs Establishment Act of 2006, effective March 8, 2007 (D.C.
43 Law 16-243; D.C. Official Code 24-1302) is amended by adding new subparagraphs (N) and
44 (0) to read as follows:
45 (N) By June 1, 2021, conduct and submit to the Mayor and the Council a
46 comprehensive needs assessment for children in the District of Columbia who have or had at
47 least one parent incarcerated, The assessment shall:
48 (i) Examine the impact on children resulting from parental
49 incarceration;
50 (ii) Identify the social, emotional, economic, educational,
housing, health, mental health, and other needs of children impacted by parental incarceration;
52 ii) Estimate the numberofchildren impacted by parental
53 incarceration in total and by ward; and
34 (iv) Specify the gaps between existing services available in the
55 community and the identified needs of children impacted by parental incarceration.
56 (O) By December 1, 2021, submit to the Mayor and the Council a
57 strategic plan that outlines how the District will specifically meet the social, emotional,
58 economic, educational, housing, health, mental health, and other needs of children whose parents
59 are incarcerated. The strategic plan shall also include:
60 [he timeline and resources necessary to meet the identified
61 needs; and
62 ') Any policy or legislative reforms necessary to meet the needs
63 of children impacted by parental incarceration.,
64 Sec. 3. Fiscal impact statement.
65 The Council adopts the fiscal impact statement in the committee report as the fiscal
66 impact statement required by 4aofthe General Legislative Procedures Act of 1975, approved
67 October 16, 2006 (120 Stat. 2038; D.C. Official Code 1-301.47a).
68 Sec. 4. Effective date.
69 This act shall take effect following approval by the Mayor (or in the eventofveto by the
70 Mayor, action by the Council to override the veto), a 30-day period of congressional review as
71 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
2 24, 1973 (87 Stat. 813; D.C. Official Code 1-206.02(c)(1)), and publication in the District of
Columbia Register.
