IN THE COUNCIL OF THE DISTRICT OF COLUMBIA.
To amend, on an temporary basis, the Deputy Mayor for Planning and Economic Development
Limited Grant-Making Authority Act of 2012 to clarify that, during a public health
emergency, grants made to retail business establishments in Great Streets corridors, for
certain purposes, must be made available to all retail business establishments, that are
small, local businesses, in the Distriet.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this,
2 act may be cited as the Retail Establishment Grant Parity Temporary Amendment Act of 2020.
4 Sec. 2. Section 2032(a)(5) of the Deputy Mayor for Planning and Economic Development
25 Limited Grant-Making Authority Act of 2012 (D.C. Law 19-168; D.C. Official Code 1-
26 328.04(a)(5)) is amended as follows:
27 (a) The existing language is redesignated as subparagraph (A).
28 (b) A new subparagraph (B) is added to read as follows:
29 (B) Notwithstanding any other provision oflaw, a grant offered pursuant to
30 subparagraph (A) of this paragraph to a retail establishment, as that term is defined in D.C.
31 Official Code 47-2001 (m), during a period of time for which the Mayor has declared a public

32 health emergency pursuant to section Saofthe District of Columbia Public Emergency Act of
33 1980, effective October 17, 2002 (D.C. Law 14-494; D.C. Official Code 7-2304.01), shall be
34 offered to all retail establishments, regardlessoftheir location in the District, that are eligible to
35 be certified as a small business enterprise, pursuant to section 2332ofthe Small, Local, and
36 Disadvantaged Business Enterprise Development and Assistance Act of 2005, effective October
37 20, 2005 (D.C. Law 16-3: .C. Official Code 2-218.32), ifthe grant allows an awardee to use
38 funds for anyofthe following purposes:
39 (i) Assistance with small business retention and attraction
40 programs;
41 (ii) Mitigation of blight and vacant property growth;
42 (iii) Supporting the pivoting of business operations into the digital
B market; or
(iv) Layoff aversion.,
45 Sec. 3. Fiscal impact statement.
46 The Council adopts the fiscal impact statementofthe Budget Director as the fiscal impact
47 statement required by section 4aofthe General Legislative Procedures Act of 1975, approved
48 October 16, 2006 (120 Stat. 2038; D.C. Official Code 1-301.47a).
49 Sec. 4. Effective date.
50 (a) This act shall take effect following approval by the Mayor (or in the event of veto by
51 the Mayor, action by the Council to override the veto), a 30-day period of congressional review as,
52 provided in section 602(c)(1)ofthe District ofColumbia Home Rule Act, approved December 24,
33 1973 (87 Stat. 813; D.C. Official Code 1-206.02(c)(1)), and publication in the District of
54 Columbia Register.
55 (b) This act shall expire after 225 days of its having taken effect.
