14 To recognize the week of September 19-26, 2020 as National Expungement Week in the
15 District of Columbia.
16 WHEREAS, National Expungement Week is a week of events across the United States
17 that offers expungement and other forms of legal relief to some of the 77 million Americans with
18 convictions on their records.

20 WHEREAS, National Expungement Week has been celebrated for 2 years;
21
22 WHEREAS, approximately 77 million or 1 in 3 adults have a criminal record;

24 WHEREAS, at least 67,000 residents of the District of Columbia have a criminal record.;

26 WHEREAS, approximately 2,800 District of Columbia residents are released from prison
27 annually;

29 WHEREAS, criminal records can create barriers to housing, employment, occupational
30 licensing, and educational opportunities;

32 WHEREAS, the District of Columbia is committed to repairing the damage caused by
33 mass incarceration;

35 WHEREAS, the District of Columbia is committed to reducing recidivism and supporting
36 our residents as they return from prison;

38 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
39 resolution may be cited as the National Expungement Week Recognition Resolution of 2020.

41 Sec. 2. The Council of the District of Columbia recognizes that expungement and record
42 sealing provides a chance for residents to live a productive life without the barriers caused by
43 having a criminal record.
44 Sec. 3. This resolution shall take effect immediately upon the first date of publication in
45 the District of Columbia Register.
