IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

1 To disapprove the proposed contract with CA23-637, the Proposed Contract with Trusted
2 Health Plan (District of Columbia, Inc.), DBA CareFirst BlueCross BlueShield Community
3 Health Plan, CA23-638, the proposed contract CW83148 with MedStar Family Choice;
4 and CA23-642, the Proposed Contract with AmeriHealth Caritas District of Columbia,
5 Inc..

7 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
8 resolution may be cited as the Managed Care Organizations Disapproval Resolution of 2020.
9 Sec. 2(a) Pursuant to section 451 of the District of Columbia Home Rule Act, approved
10 December 24, 1973 (97 Stat. 803; D.C. Official Code 1-204.51), and section 202 of the
11 Procurement Practices Reform Act of 2010, effective April 8, 2011 (D.C. Law 18-371; D.C.
12 Official Code 2-352.02), the Mayor transmitted to the Council on July 17, 2020, CA 23-642, a
13 proposed contract AmeriHealth Caritas in the not-to-exceed amount of $1,492,392,346.13 to
14 provide healthcare and pharmacy services for its Managed Care Program; CA23-638, a proposed
15 contract with MedStar Family Choice in the not-to-exceed amount of $1,492,392,346.13 to

16 provide healthcare and pharmacy services for its managed care program, and CA 23-637, a
17 proposed contract with Trusted Health Plan (District of Columbia, Inc.), DBA CareFirst
18 BlueCross BlueShield Community Health Plan in the not-to-exceed amount of
19 $1,492,392,346.13 to provide healthcare and pharmacy services for its managed care program. .
20 (b) The Council disapproves these proposed contracts.
21 Sec. 3. The Secretary to the Council shall transmit a copy of this resolution, upon its
22 adoption, to the Mayor.
23 Sec. 4. This resolution shall take effect immediately.
