SUBJECT: FY 2020 Reprogramming Request: $1,000,000.00 in Capital Funds from the
Paid Family Leave IT Application Project to the DGS 2021 Inauguration
Reviewing Stands Project
Dear Chairman Mendelson:
Pursuant to D.C. Official Code 47-363(a), | am transmitting the enclosed request to reprogram
$1,000,000.00 of Fiscal Year 2020 capital funds from the Paid Family Leave IT Application
project to the DepartmentofGeneral Services 2021 Inauguration Reviewing Stands Project. These
funds will be used for the planning, design and pre-constructionofthe reviewing stands
to be used
during the Presidential inauguration in January 2021.
This emergency, the Inauguration Reviewing Stands Project Reprogramming Emergency
Approval Act of 2020 and accompanying emergency declaration resolution are necessary in
order for DGS to complete the constructionofthe reviewing stands in time for the 2021
inauguration. These funds will support planning, design and pre-construction activities that must
be completed in the remaining months of FY 2020 in order to meet the construction deadline.
Federal funding for the remainder ofthe project will be available in FY 2021.
Turge the Council to take prompt and favorable action on this measure.

18 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
19 act may be cited as the Inauguration Reviewing Stands Project Reprogramming Emergency
20 Approval Act of 2020.
21 Sec. 2, (a) Pursuant to section 47-363 of the District of Columbia Official Code, the
22 Mayor transmitted to the Council a capital funds reprogramming request in the amount of
23 $1,000,000 from the Paid Family Leave IT Application project to the DGS Inauguration
24 Reviewing Stands project.
25 (b) The Council approves the $1,000,000 reprogramming request.
26 Sec. 3. Effective date.
27 This act shall take effect following approval by the Mayor (or in the eventofveto by the
28 Mayor, action by the Council to override that veto), and shall remain in effect for no longer than
29 90 days, as provided for emergency acts of the Council of the District of Columbia in section
30 412(a)ofthe District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 788;
31 D.C. Official Code 1-204.12(a)).
