Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code 47-363(a) and to the
Consolidated Appropriations Act, 2020, approved December 20, 2019 (P.L. 116-93), the Office of
the Chief Financial Officer (OCFO) has reviewed the Mayors request to reprogram Fiscal Year
2020 Local funds budget authority in the amount of $1,000,000 within the Department of Public
Works (DPW).
Specifically, this action will reprogram budget authority from DPWs Snow Removal Program
division, Comptroller Source Group (CSG) 41 (Contractual Services Other), to the Solid Waste
Management Administration division, CSG 15 (Overtime Pay). This reprogramming is needed to
cover increased Overtime costs for the collection of solid waste due to vacancies. Funds are
available because of lower-than-anticipated expenses during the snow season.

The Office of Budget and Plannings analysis indicates that the reprogramming will not have an
adverse impact on DPWs budget or the Districts financial plan. The OCFO has no objection to
this reprogramming request.

This request is to reprogram $1,000,000.00 from Snow Removal Program Contract Plows (SNO6)
to Solid Waste Management Administration - Household Trash Collection (COLL) within the
Department of Public Works (KTO).
Why are the funds needed?
The funds are needed to alleviate overtime spending pressure due to vacancies within the trash
collection unit.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.
How will the funds be reprogrammed?
These DPW localfunds will be reprogramed fro CSG 41 (Object 0409 - Contractual Services
Other) to CSG 15 (Object 0133 - Overtime).
