Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code 47-363(a) and the
Consolidated Appropriations Act, 2020, approved December 20, 2019 (P.L. 116-93), the Office of
the Chief Financial Officer (OCFO) has reviewed the Mayors request to reprogram Capital funds
budget authority and allotment in the amount of $1,406,797 within the Department of Parks and
Recreation (DPR).
The reprogrammed funds are needed for DPR to complete critical stabilization and modernization
projects at two DPR recreation centers. The Department of General Services (DGS) is the
implementing agency for these DPR projects.
Capital budget in the amount of $1,406,797.22 will be reprogrammed from the following capital
projects:

Capital budget is available to reprogram from the above-referenced projects because it has not
been disbursed for its intended use. The reprogramming will ensure that the budget is disbursed
from the appropriate agency capital project.
The Office of Budget and Plannings analysis indicates that the reprogramming will not have an
adverse impact on DPRs or DGS budget or the Districts financial plan. The OCFO has no
objection to this reprogramming request.

SUBJECT: FY 20 Request to Reprogram Capital Budget in the Amount of $1,406,797.22
within Department of Parks & Recreation (Owner AGY)/DGS (Implementing
AGY) Approved Capital Budget
This is a request to reprogram capital budget in the amount of $1,406,797.22 from various Department of
Parks & Recreation (DPR) capital projects to the following DPR projects:
$1,000,000.00 from National Park Purchase - NPKPPC to Edgewood Recreation Center
WBRCTC to fund additional costs from the general contractor due to unknown site conditions
and field changes mandated by utilities.
$406,797.22 from the following projects to Roper / Deanwood Recreation Center QB338C to
fund critical replacement work to the HVAC system. Additional funds are needed due to higher
than expected proposals received through a competitive bidding process:
o Hillcrest Recreation Center Q11HRC - $400,000.00
o Anacostia Recreation Center ANR37C - $525.00
o Hill East Parks QE437C - $404.47
o Kenilworth Parkside Recreation Center QG638C - $1,268.87
o Washington Highlands Pool RG0WHC - $804.00
o Malcolm X Recreation Center Field and Courts MXPKFC - $3,794.88
Why are the funds needed?
The funds are needed in order for DPR to complete critical stabilization and modernization
projects.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?

Why are the funds available?
Capital budget in the amount of $1,406,797.22 is available to reprogram in the above-referenced
projects because it has not been disbursed for its intended use. The reprogramming will ensure that
the budget is disbursed for its intended use from the appropriate agency capital project.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
If this action is postponed then DPR will be unable to fully fund and complete the following
projects:
Edgewood Recreation Center Will not be able to fully implement the replacement to
the aged facility.
Roper / Deanwood Recreation Center DPR will not be able to replace the HVAC
system at the aquatic center. The existing system is frequenty non-functional and
necessitates closure of this vital community asset.
