Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code 1-
204.51) and the Procurement Practices Reform Act (D.C. Official Code 2-351.01 et seq.),
enclosed for consideration and approval by the Council of the District of Columbia is proposed
modification number M0000l to Contract No. CW72248 (DCJM-2019-H-0001-09) with National
Children's Center, Inc. to exercise option year 1 in the not-to-exceed amount of $2,323,487.90.
The period of performance is from July 1, 2020 through June 30, 2021.
Under the proposed modification, National Children's Center, Inc. shall continue to provide
residential expenses and services not covered by Medicaid for individuals with intellectual and
developmental disabilities. These services are mandated by the Citizens with Intellectual
Disabilities Constitutional Rights and Dignity Act of 1978 (D.C. Law 2-137, D.C. Official Code
7-1301.01 et seq.).

The Citywide Clean Hands database certified Contractor as being in compliance with the Office of
Tax and Revenue (OTR) and Department of Employment Services (DOES) requirements on May
14, 2020.
(D) A statement that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code 47-392.01 and 47-392.02:

The Department on Disability Services (DDS), Office of the Chief Financial Officer hereby
certifies that the sum of $585,646.27 is included in the District's Local Budget and Financial Plan
submitted to Congress by the Chairman of the Council to the Speaker of the House of
Representatives for Fiscal Year 2020 to fund the costs associated with the National Children s
Center, Inc. Human Care Agreement (HCA) No: CW72248 (DCJM-2019-H-0001-09)/M00001
for Residential Habilitation, Supported Living, and Host Home Occupancy Related Residential
Expenses for District of Columbia Persons with Intellectual and Developmental Disabilities
(Residential Expenses). The total funding requirement of the HCA is $2,323,487.90 with a start
date of July 1, 2020 through June 30, 2021. There is no fiscal impact associated with this HCA.
Funding of the remaining $1,737,841.63 for FY2021 is contingent upon Congressional Approval
of the Districts FY2021 Budget.

A. The Government of the District of Columbia hereby exercises its option to extend the term of Human Care
Agreement (HCA) No. DCJM-2019-H-0001-09, pursuant to Section F.3, Option to Extend Term of the Agreement,
for Option Year One (OY1) from July 1, 2020 through June 30, 2021.
B. The not-to-exceed HCA amount of OY1 is $2,323,487.90 based on the OY1 pricing found in Attachment J.2, SLP.
C. In accordance with section 38(d) of the Standard Contract Provisions (Way to Work Amendment Act of 2006), the
living wage rate is hereby adjusted to $15.00 per hour, effective from July 1, 2020.
D. The Living Wage Act Fact Sheet for 2020 is attached and hereby incorporated in the contract as Attachment J.6.
