Enclosed for consideration and approval by the Councilofthe District of Columbia is a proposed
contract for St. Elizabeths East Infrastructure Stage 2B services under contract number DCEB-2020-C-
2013 with CH2M Hill DC, PC in the amountof $2,326,200.00 (two million, three hundred twenty-six
thousand two hundred dollars and zero cents).
The Contractor will supply all labor, materials, equipment and supervision necessary to complete 100%
design drawings for two sections of 13th Street, Stage 2B with outfalls.
The termofthe contract will be from the date of award through November 30, 2020. The Agency
Fiscal Officer has encumbered the total amount in capital funds for the proposed contract in FY20.

(C) The goods or services to be provided, the methods of delivering goods or services, and any
significant program changes reflected in the proposed contract:
The Government of the District of Columbia, Office of the Deputy Mayor for Planning and
Economic Development (DMPED) has a need for an experienced Economic Development
Contractor to assist with redevelopment of the St. Elizabeths East Campus. Infrastructure support
services are needed to complete 100% design drawings for two sections of 13th Street, Stage 2B
with outfalls. The Contractor will subcontract 35% of the contracting effort to approved qualified
CBE companies.
(D) The date on which a competitive procurement for these goods or services was last conducted,
the date of the resulting award, and a detailed explanation of why a competitive procurement
is not feasible:

In June 2017, CH2M Hill DC, PC was competitively awarded a task order agreement via the
District Department of Transportation (DDOT), IDIQ A&E schedule to provide Phase I, Stage I
(Infrastructure Improvements) construction and development management services during the
design, procurement and construction of the St. Elizabeths East campus. This requirement,
included obtaining permits, providing design plans for Department of General Services (DGS),
making recommendations to the project team when alternative solutions were necessary, and
assisting with design reviews and costs. These services were derived from the 2012 Master Plan and
Design Guidelines for St. Elizabeths East produced by the D.C. Office of Planning, in consultation
with DMPED.
In early September 2019, CH2M Hill DC, PC was awarded a second task order agreement to assist
with the redevelopment of the northern portions of St. Elizabeths East Campus in a Stage 2
Infrastructure Improvements program. The task order agreement was subsequently modified to have
CH2M Hill DC, PC also perform Stage 2 B and C 13th Street, S.E. Infrastructure Improvement,
including Storm and Sanitary Sewer Outfalls services.
CH2M Hill DC, PCs principal for the contract has been working to create the roadway
infrastructure plan for the campus for over seven (7) years. CH2M Hill DC, PC has also created the
Phasing and Staging system that DMPED has used to create a viable budget and timeline for the
project that fits with the development of the historic buildings, open space parcels, and planned new
hospital. CH2M Hill DC, PC has worked with DGS to spur movement on the campus when there
were challenges starting the infrastructure work.
This Stage 2 effort will be split into three phases (A, B & C). The CH2M Hill DC, PC design team
has significant history with this project and understands the complexities with the infrastructure and
has established relationships with internal and external partners on the project.
CH2M Hill DC, PC has the ability to use the same methodology to continue the roadway and utility
improvement process, to prepare for the Ambulatory Care Hospital, and the additional housing and
amenities that are expected between now and 2023.
CH2M Hill DC, PC has historical knowledge of the St. Elizabeths East requirement. They have the
ability to begin the necessary work immediately as they have continuity regarding stakeholder
relations, project vision, and bridging the gap between strategy and implementation. A new
contractor is unlikely to possess the knowledge necessary to begin the project without a learning
curve or delays that may be caused while they familiarize themselves with the historical content,
should a competitive solicitation be issued.
(E) A description of any bid protest related to the award of the contract, including whether the
protest was resolved through litigation, withdrawal of the protest by the protestor, or
voluntary corrective action by the District. Include the identity of the protestor, the grounds
alleged in the protest, and any deficiencies identified by the District as a result of the protest:

(F) The background and qualifications of the proposed contractor, including its organization,
financial stability, personnel, and performance on past or current government or private
sector contracts with requirements similar to those of the proposed contract:
CH2M Hill DC, PC has been successfully administering the redevelopment of the certain portions
of St. Elizabeths East Campus. CH2M Hill DC, PC is a global company that provides services in
the water, transportation, environmental, nuclear, infrastructure and government-services industries.
Since 2017, CH2M Hill DC, PC has performed, successfully, awarded contracts related to the
infrastructure support services for the St. Elizabeths East campus.
CH2M Hill DC, PC has brought to the District, the knowledge from its former and ongoing projects
and the experience and lessons-learned from its hands-on implementation of infrastructure support
services related projects around the world.
Given this depth of the experience globally and with the District and Federal government
departments and agencies, CH2M Hill DC, PC is highly qualified to perform the requirements of
the contract.
CH2M Hill DC, PC has maintained the same key personnel on the Districts projects since its
contract award, and continues to display organizational financial stability, stable personnel and
consistent performance on their contracts.
(G) A summary of the subcontracting plan required under section 2346 of the Small, Local, and
Disadvantaged Business Enterprise Development and Assistance Act of 2005, as amended,
D.C. Official Code 2-218.01 et seq. (Act), including a certification that the subcontracting
plan meets the minimum requirements of the Act and the dollar volume of the portion of the
contract to be subcontracted, expressed both in total dollars and as a percentage of the total
contract amount:
The Contractors subcontracting plan and dollar volume currently meets the minimum requirements
of the Act with the inclusion of four (4) qualified SBE/CBE firms and a combined total
subcontracts dollar volume of Eight Hundred Fourteen Thousand Five Hundred and Eighty-Eight
Dollars ($814,588.00).
(H) Performance standards and the expected outcome of the proposed contract:
The performance standards for the proposed contract are set forth in the contract. The Contractor is
expected to provide all labor, materials, equipment and supervision necessary to provide the
required infrastructure support services.
The proposed contract will assist DMPED in completing the necessary infrastructure service
requirements for the Ambulatory Care Hospital, and the additional housing and amenities that are
expected between now and 2023.

(I) The amount and date of any expenditure of funds by the District pursuant to the contract
prior to its submission to the Council for approval:
None
(J) A certification that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code 47-392.01 and 47-392.02:
The Agency Fiscal Officer has encumbered $2,326,200.00 in FY2020 to meet the obligation for this
contract. The funding source is capital funds.
(K) A certification that the contract is legally sufficient, including whether the proposed
contractor has any pending legal claims against the District:
The District of Columbia Office of the Attorney General (OAG) has reviewed and approved this
proposed contract for legal sufficiency.
(L) A certification that Citywide Clean Hands database indicates that the proposed contractor is
current with its District taxes. If the Citywide Clean Hands Database indicates that the
proposed contractor is not current with its District taxes, either: (1) a certification that the
contractor has worked out and is current with a payment schedule approved by the District;
or (2) a certification that the contractor will be current with its District taxes after the District
recovers any outstanding debt as provided under D.C. Official Code 2-353.01(b):
The contractor is current with its District and Federal taxes. A check of the Citywide Clean Hands
database reflects the contractor has no outstanding payment requirements.
(M) A certification from the proposed contractor that it is current with its federal taxes, or has
worked out and is current with a payment schedule approved by the federal government:
The Contractor is current with its District and Federal taxes.
(N) The status of the proposed contractor as a certified local, small, or disadvantaged business
enterprise as defined in the Small, Local, and Disadvantaged Business Enterprise
Development and Assistance Act of 2005, as amended, D.C. Official Code 2-218.01 et seq.:
The Contractor is not a CBE firm.
(O) Other aspects of the proposed contract that the Chief Procurement Officer considers

The Contractor, along with its qualified CBE subcontractors, is capable of fulfilling the Districts
requirement, and has the ability to begin the necessary work immediately as they have continuity
