Dear Chairman Mendelson:
Pursuant to D. C. Official Code 2-352.02a, enclosed for consideration and approval by the
Council of the District of Columbia is proposed Modification No. 1 to Contract No. CFOPD-19-
C-011A with Gartner, Inc. to exercise Option Year 1 in the amount of $1,590,393.21. The period
of performance is from July 08, 2020 to July 07, 2021.
Under the proposed modification, Gartner, Inc. shall continue providing professional Quality
Assurance/Independent Verification and Validation (QA/IV&V) services for the configuration
and implementation of the Modernized Real Property Tax System (MRPTS) for the District of
Columbias Office of Tax and Revenue (OTR).

(OPTION)
Pursuant to Section 202(c-3) of the Procurement Practices Reform Act of 2010, as amended, D.C.
Official Code 2-352.02(c-3), the following contract option summary is provided:
(1) The proposed contractor, contract amount, contract term, and contract type:
Prime Contractor: Gartner, Inc.
Subcontractor: Oliva Consulting, Inc.
Contract Amount: The proposed contract action amount is $1,590,393.21
Unit and method of compensation: United States Dollars (USD) in accordance with
Section B, Pricing, of the contract.
Contract Term: The proposed contract actions term is from July 08, 2020 to July 07,
2021.
Contract Type: Firm Fixed Price Contract
(2) The identifying number of the underlying contract, including the identifiers assigned to the
underlying contract by the Council for the base period of the contract and any subsequent option
periods;
The Council of the District of Columbia approved the Base Year of Contract CFOPD-19-C-011A via
Legislation Number CA23-0200 in the amount of $1,544,071.08.
(3) A statement indicating that the contracting officer determined through the Citywide Clean
Hands Database that the contractor is current with its District taxes or has worked out and is
current with a payment schedule approved by the District, or that the contracting officer will
offset any outstanding amount pursuant to D.C. Official Code 2-353.01(9):
A Citywide Clean Hands check was performed on Gartner, Inc. and based on the results provided the
Contracting Officer has determined that Gartner, Inc. is current. The Clean Hands compliance
document is included in this Council package.
(4) A certification that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code 47-392.01 and 47-392.02:

FINDINGS
1. AUTHORITY
Mayors Order 2020-057, VI. and XI.
2. DESCRIPTION
The District of Columbia Office of the Chief Financial Officer (OCFO), Office of Contracts
(District), on behalf of the Office of Tax & Revenue (OTR) is seeking a Contractor to provide
MRPTS IV&V Services for Option Year One in the amount of $1,590,393.21.
3. FACTS WHICH JUSTIFY THE CONTRACT WAIVER
The OCFOs Deputy CFO/Chief of Staff, in consultation with the Agency Fiscal Officer and
Executive Director of Human Resources has determined that:
a. The waiver is necessary to respond to the coronavirus (COVID-19) public health
emergency;
b. The waiver is otherwise necessary for the public health, safety, or welfare;
c. The waiver is necessary to carry out an essential function of the District government;
d. The waiver will result in the generation of revenue for the District government; or
e. The expenditure for which the waiver is requested is funded in whole or in significant part
by federal or private funds.
DETERMINATION
In accordance with Mayors Order 2020-057, VI. and XI., I hereby determine that with regards
to non-personal services expenditures by the OCFO, it is determined that the waiver meets one
of the criteria set forth in Section VI.1. a-e of the Order. Thus, it is in the best interest of the
District to meet its requirements using Gartner, Inc. for MRPTS IV&V Services.
