To approve the collective bargaining agreement between the University of the District of

       Columbia and the University of the District of Columbia Faculty Association/National

       Education Association.

       BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this

act may be cited as the Collective Bargaining Agreement between the University of the District

of Columbia and the University of the District of Columbia Faculty Association/National

Education Association Emergency Approval Act of 2020.

        Sec. 2. Notwithstanding section 501(c) of the COVID-19 Response Supplemental

Emergency Amendment Act of 2020, effective April 10, 2020 (D.C. Act 23-286; 67 DCR 4178),

and pursuant to sections 1715(a) and 1717(i)(1) of the District of Columbia Government

Comprehensive Merit Personnel Act of 1978, effective March 3, 1979 (D.C. Law 2-139; D.C.

Official Code  1-617.15(a) and 1-617.17(i)(1)), the Council approves the negotiated

compensation matters in the collective bargaining agreement between the University of the

District of Columbia and the University of the District of Columbia Faculty

Association/National Education Association, effective October 1, 2016, through September 30,

2022, submitted by the Mayor on April 7, 2020.

       Sec. 3. Fiscal impact statement.

       The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact

statement required by section 4a of the General Legislative Procedures Act of 1975, approved

October 16, 2006 (120 Stat. 2038; D.C. Official Code  1-301.47a).

       Sec. 4. Effective date.

       This act shall take effect following approval by the Mayor (or in the event of veto by the

Mayor, action by the Council to override the veto), and shall remain in effect for no longer than

90 days, as provided for emergency acts of the Council of the District of Columbia in section
