15 Reorganization Act of 1996 to provide necessary relief from water utility bills for
16 residents of the District of Columbia.

18 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
19 act may be cited as the Impervious Area Charge Water Utility Consumer Protection Fund Act of
20 2020.
21 Sec. 2. Section216b(b)(1)ofthe Water and Sewer Authority Rate Establishment and
2 Department of Public Works Reorganization Act of 1996, effective October 30, 2018 (D.C. Law
23 22-168, D.C. Official Code 34-2202.16b), is by striking the period after impervious area
24 charges and inserting the phrase and outstanding balances of residential customers.
25 Sec. 3. Fiscal impact statement.
26 The Council adopts the fiscal impact statement in the committee report as the fiscal
27 impact statement required by section 4aofthe General Legislative Procedures Act of 1975,
28 approved October 16, 2006 (120 Stat. 2038; D.C. Official Code 1-301.47a).
29 Sec. 4. Effective date.
30 This act shall take effect following approval by the Mayor (or in the eventofveto by the
31 Mayor, action by Council to override the veto), a 30-day periodof congressional review as
32 provided in section 602(c)(1)ofthe District of Columbia Home Rule Act, approved December
33 24, 1973 (87 Sat. 813; D.C, Official Code 1-206.02(c)(1)), and publication in the District of
34 Columbia Register.
