27 To amend the Water Pollution Control Act of 1984 and the Fisheries and Wildlife
28 Omnibus Amendment Act of 2016 to provide, without cost, fishing licenses
29 to members of the Piscataway Indian Nation and the Piscataway Conoy
30 Tribe.

32 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA,
33 That this act may be cited as the 1666 Articles ofPeace and Amity Recognition
34 Amendment Act of 2019"
35 Sec. 2. Section 4(b) of the Water Pollution Control Act of 1984. effective March 16,
36 1985 (D.C. Law 5-188; D.C. Official Code 8-103.03(b)) is amended by adding a new
37 paragraph (4) to read as follows:
38 (4) TheMayorshall provide, without cost, any license issued pursuant to this,
39 subsection to any individual holding a tribal identity card indicating that the individual is
40 an enrolled member of:
41 (A) The Piscataway Indian Nation; and
42 (B) The Piscataway Conoy Tribe..
43 Sec. 3. Section 302ofthe Fisheries and Wildlife Omnibus Amendment Actof 2016,
44 effective May 19, 2017 (D.C. Law 21-282; D.C. Official Code 8-2231.02) is amended
45 by adding a new subsection (j) to read as follows:
46 G) The Mayor and a covered establishment authorized pursuant to subsection (b) of
47 this section shall provide, without cost, any license and licensure endorsement for
48 recreational fishing, sold pursuant to this section, to any individual holdinga tribal
49 identity card indicating that the individual is an enrolled member of:
50 (1) The Piscataway Indian Nation; and
sl (2) The Piscataway Conoy Tribe..
52 Sec. 4. Fiscal impact statement.
33 The Council adopts the fiscal impact statement in the committee report as the fiscal
54 impact statement required by section 4a of the General Legislative Procedures Act of
55 1975, approved October 16, 2006 (120 Stat. 2038; D.C. Official Code 1-301.47a).
56 Sec. 5. Effective date.
37 This act shall take effect following approval by the Mayor (or in the event of veto by
58 the Mayor, action by the Council to override the veto), a 30-day period of congressional
59 review as provided in section 602(c)(1) of the District of Columbia Home Rule Act,
60 approved December 24, 1973 (87 Stat. 813; D.C. Official Code 1-206.02(c)(1)), and
61 publication in the District of Columbia Register.
