ABILL
IN THE COUNCIL OF DISTRICT OF COLUMBIA
To establish a Senior Co-Living Program to provide financial assistance to support senior
homeowners to rent spare rooms to other senior residents, to establish eligibility
requirements for the program, and to authorize the Mayor to issue rules to implement
provisions of the program.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
act may be cited as the "Senior Co-Living Program Establishment Act of 2019.
Sec. 2. Definitions.
For the purposesofthis act, the term:
(1) Basic business license shall have the same meaning as in D.C. Official Code
47-2851.01(1).
(2) Department means the Department of Housing and Community
Development.
Sec. 3. Senior Co-Living Program.

38 (a) There is established, within the Department, a Senior Co-Living Program to
39 incentivize District senior homeowners to rent space in their homes to senior tenants. Each
40 homeowner eligible pursuant to section 4 of this act shall receive the following:
41 (1) A one-time grant, which shall be exempt from District income taxation, of up
42 to $2,500 per residence, for the purposeofassisting eligible residents to modify their homes to
43 accommodate asenior tenant;
44 (2) Fee waivers for a Basic Business License, and any necessary rental license
45 fees, registration costs, and inspection fees; and
46 (3) A monthly stipend of up to $300 per residence for the 2020 calendar year,
47 issued by the Department. In calendar years after the 2020, the Department shall adjust the
48 stipend to equal to the change during the pervious calendar year, ending each December 31, in
49 the Consumer Price Index for Urban Wage Earners and Clerical Workers for all items, in the
50 Washington, D.C., Standard Metropolitan Statistical Area.
51 (b) The program shall include an outreach and awareness campaign targeted to seniors.
52 Sec. 4. Eligibility.
3 (a) To establish eligibility to participate in the Program as a homeowner, an applicant
54 shall:
55 (1) Be a resident of the District of Columbia;
36 (2) Provide proof that the applicant's age is 60 years or older;
37 (3) Provide proof of the applicant's principal placeofresidence;
58 (4) Provideproof that the applicant owns the principal placeofresidence
59 described in paragraph (3)ofthis subsection;
60 (5) Provide proof of an executed lease with a new tenant, which sets rent not in
61 excess of 30% of the tenants income; and
62 (6) Provide proof that the tenant is 60 years of age or older.
63 Sec. 5. Rules.
64 The Mayor, pursuant to Title I of the District of Columbia Administrative Procedure Act,
65 approvedOctober 21, 1968 (82 Stat. 1204; D.C. Official Code 2-501 et seq.), shall issue rules
66 to implement the provisions of this act.
67 Sec. 6. Fiscal impact statement.
68 The Council adopts the fiscal impact statement in the committee report as the fiscal
69 impact statement required by 4a of the General Legislative Procedures Act of 1975, approved
70 October 16, 2006 (120 Stat. 2038; D.C. Official Code 1-301.47a).
1 Sec. 7. Effective date.
n This act shall take effect following approval by the Mayor (or in the eventofveto by the
B Mayor, action by the Council to override the veto), a 30-day period of Congressional review as
74 provided in sections 602(c)(1) of the District of Columbia Home Rule Act, approved December
8 24, 1973 (87 Stat. 813; D.C. Official Code 1-206.02(c)(1)), and publication in the District of
76 Columbia Register.
