IN THE COUNCIL OF THE DISTRICT OF COLUMBIA:
To amend An Act To enable the blind and otherwise physically disabled to participate fully in
the social and economic lifeofthe District of Columbia to expand the definition ofa
service animal in training to clarify that the ownerof a service animal in training may
also serve as the accompanied trainer of that animal.
BEIT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
act may be cited as the Service Animal in Training Clarification Amendment Act of 2019
27 See. 2. Section 2(6)(C) of An Act To enable the blind and otherwise physically disabled
28 to participate fully in the social and economic life of the District of Columbia, approved October
29 21, 1972 (86 Stat. 970; D.C. Official Code 7-1009(6)(C)), is amended by striking the phrase
30 animal trainer and inserting the phrase animal trainer or owner in its place.
31 Sec. 3. Fiscal impact statement.
32 The Council adopts the fiscal impact statement in the committee report as the fiscal
33 impact statement required by section 4aofthe General Legislative Procedures Act of 1975,
34 approved October 16, 2006 (120 Stat. 2038; D.C. Official Code 1-301.47a).
35 Sec. 4. Effective date.
36 This act shall take effect following approval by the Mayor (or in the event of veto by the
37 Mayor, action by the Council to override the veto), a 30-day period of congressional review as
38 provided in section 602(c)(I)ofthe District of Columbia Home Rule Act, approved December
39 24, 1973 (87 Stat. 813; D.C. Official Code 1-206.02(c)(1)), and publication in the District of
40 Columbia Register.
