This bill concerns school resource officers (SROs). It repeals and replaces a section of the general statutes regarding the role and responsibility of SROs. The bill requires each local or regional board of education that assigns an SRO to a school to enter into a memorandum of understanding (MOU) with a local law enforcement agency. The MOU must address daily interactions between students and school personnel with SROs, as well as include a graduated response model for student discipline. The bill also requires the MOU to be maintained in a central location in the school district and posted on the internet website of the school district and the school where the SRO is assigned.

Additionally, the bill adds new requirements for the MOU. As of July 1, 2023, the MOU must include provisions specifying an SRO's duties concerning, and procedures for, the restraint of students, use of firearms, and school-based arrests. The bill defines an SRO as a sworn police officer of a local law enforcement agency who has been assigned to a school pursuant to an agreement between the local or regional board of education and the chief of police of a local law enforcement agency. The bill takes effect on July 1, 2023.
