This bill, sHB6644, makes several changes to current law regarding the distribution of information regarding special education to families and students. It repeals and replaces a section of the general statutes that outlines the requirements for eligible children and their families to receive assessments, service plans, and evaluations. The bill also adds a new requirement for a referral to register for a mobile application for screening for developmental and social-emotional delays.
Additionally, the bill requires the Department of Education to develop an informational handout for students explaining what it means to have an individualized education program (IEP) or a plan under Section 504 of the Rehabilitation Act of 1973. The handout must be age-appropriate, translated into multiple languages, and include a glossary of common tools used in the implementation of such programs or plans. The bill also makes changes to the requirements for informing parents and guardians of children requiring special education, including informing them of the person responsible for the administration or coordination of special education services when transitioning to preschool programs and providing a separate document explaining the hearing and appeals process for disagreements about the IEP or other aspects of special education.Statutes affected:
