This bill implements early voting in Connecticut, allowing eligible voters to vote prior to the day of an election. The period of early voting for regular elections and primaries begins 15 days prior to the election and ends 2 days prior to the election. The bill also specifies the requirements for unaffiliated voters and non-registered individuals to vote during the early voting period. The registrars of voters in each municipality will designate a location for early voting, which must be certified by the Secretary of the State. Municipalities with a population of at least 20,000 may hold a public hearing to designate additional locations for early voting.

The bill also makes changes to the hours of operation for polling locations and establishes new hours for early voting and same-day election registration locations. It requires the registrars of voters to create an emergency contingency plan for elections, including early voting, and allows for same-day election registration. The bill also makes changes to the procedures for same-day election registration and the custody, control, and counting of early voting and same-day election registration ballots. It prohibits solicitation or distribution of advertising materials within 75 feet of any outside entrance to a polling location.
