Reasons for Bill:
This bill will amend a prior conveyance of a parcel of state land to the Capital Region
Development Authority to permit the parcel to also be used for housing and economic
development purposes.

Public Act 18-154 transferred several parcels to CRDA in 2018 including a vacant parcel of
land used for parking just east of the recently renovated State Office Building and a small
parcel of land abutting the State Appellate Court. The entire area, now referred to as Bushnell
Park South is to be redeveloped as a mixed-use area, replacing the large acreage of surface
parking lots with residential and commercial developments. the language of the original act
might be too restrictive and inconsistent and may well frustrate land development and title of
the real estate. Consequently, CRDA is asking that provisions within Section 7 (that
transferred two parcels) and Section 8 (that transferred one other) of PA 18-154 be made
consistent in their re-use requirements, providing flexibility in building design and overall
planning by allowing housing and economic development on all parcels.
