Reasons for Bill:
This bill will repeal a prior authorization for a conveyance of a parcel of state land in the town
of Farmington to the town of Farmington.

The Department supports Raised H.B. 6676. After several discussions with the Town of
Farmington last fall, it was determined that conveyance language in Special Act 15-1 (sec. 3)
was no longer needed and recommended for repeal during the 2021 session.
Nature and Sources of Support:
Kathleen Blonski, Town Manager, Farmington:
Over the last several years, the Town of Farmington has been conducting necessary due
diligence to take ownership of the former Parsons lot from the Department of Transportation.
The parcel has limited economic viability since its only 2.54 acres and has an easement over
30% of it. Residents have urged us to consider the traffic congestion that already exists in the
area. Please repeal Special Act No.15-1 Section 3. Upon repeal, it is the town's
understanding that the Department of Transportation will proceed with conveying the property
to the Town with restricted covenants specifying the use for the property administratively.
