REASONS FOR BILL:
This bill removes an outdated restriction that a parcel of land conveyed by the state to the
town of East Windsor be used for low- and moderate-income housing or related activities.
RESPONSE FROM ADMINISTRATION/AGENCY:
NATURE AND SOURCES OF SUPPORT:
Jason E. Bowsza, First Selectman, Town of East Windsor supports this bill. Currently, the
East Windsor owns property in the South/Phelps Road neighborhood. This leaves
homeowners without rights to their property which leads to many negative consequences. Mr.
Bowsza explains that upon passage of the bill the Town plans to sell the land to homeowners
who desire ownership of the land on which their homes are located. This would immediately
boost the equity of the homeowners and absolve the Town of ownership responsibilities. Mr.
Bowsza adds that East Windsor requests that the low-income restriction be lifted which will
allow the market to control the price and expand the pool of future homebuyers.
Joseph Malenfant supports this bill. Mr. Malenfant adds that allowing homeowners to own
their homes with no restrictions would allow them to invest in renovations with the assurance
of getting a return on their investment.
Realando Miller supports this bill because it will benefit all parties directly affected by it:
homeowners, the town of East Windsor, and its taxpayers. They both own a house on the
parcel of land targeted in this bill. Mr. Miller adds that it would allow properties to
appropriately appreciate; the low-income restriction has kept properties undervalued.
