RESOLUTION ADOPTING THE STATE PLAN OF CONSERVATION
AND DEVELOPMENT, "CONSERVATION AND DEVELOPMENT
POLICIES: THE PLAN FOR CONNECTICUT, 2018-2023".
Resolved by this Assembly:
1 WHEREAS, the Continuing Legislative Committee on State Planning
2 and Development is charged by chapter 297 of the general statutes with
3 submitting the state plan of conservation and development with its
4 recommendation for approval or disapproval to the General Assembly;
5 and
6 WHEREAS, the Continuing Legislative Committee on State Planning
7 and Development has, since 1976, overseen the process of drafting,
8 improving, refining and revising the state plan of conservation and
9 development which has been implemented by the Office of Policy and
10 Management; and
11 WHEREAS, the Continuing Legislative Committee on State Planning
12 and Development has held meetings and hearings and has incorporated
13 the recommendations of municipalities and stakeholders into the plan;

15 WHEREAS, the plan incorporates six growth management
16 principles, namely (1) redevelop and revitalize regional centers and
17 areas with existing or currently planned physical infrastructure; (2)
18 expand housing opportunities and design choices to accommodate a
19 variety of household types and needs; (3) concentrate development
20 around transportation nodes and along major transportation corridors
21 to support the viability of transportation options; (4) conserve and
22 restore the natural environment, cultural and historical resources, and
23 traditional rural lands; (5) protect and ensure the integrity of
24 environmental assets critical to public health and safety; and (6)
25 promote integrated planning across all levels of government to address
26 issues on a state-wide, regional and local basis; and
27 WHEREAS, the Continuing Legislative Committee on State Planning
28 and Development has submitted the revised plan to the General
29 Assembly with its recommendation for approval of the plan.
30 NOW, THEREFORE, BE IT RESOLVED, that "Conservation and
31 Development Policies: The Plan for Connecticut, 2018-2023", as reported
32 to the General Assembly by the Continuing Legislative Committee on
33 state Planning and Development, is adopted as the state plan of
34 conservation and development.
