REASONS FOR BILL:
This bill was raised in order to make various technical changes concerning grammar, clarity
and accuracy of internal references and consistency in the general statutes. This bill makes
various technical changes that amend slight errors in spelling, or grammar or accuracy of
internal references. It corrects consistent errors throughout the general statutes like the
revision of work force as two words to workforce as a singular word. It adds the phrase
as amended by this act to various subsections. In lines 1408-1409 and lines 1427 -1429 the
words Section 1427 2331 of Title 18 of the United States Code are replaced with 18 USC
2331, as amended 1428 from time to time in order to more accurately reflect the proper
reference to the US Code.
RESPONSE FROM ADMINISTRATION/AGENCY:
Connecticut Department of Agriculture, Commissioner, Brian Hurlburt; does not support nor
oppose but requests that substitute language be added to update the Commissioners
powers and update the citation statute to correctly list the statutes that the Department of
Agriculture can issue citations under. It was also stated that the current civil penalty method
of enforcement of violations is time-consuming and inefficient in enacting enforcement of
statutes. It is stated that this would provide clarity to the authority of the Commissioner
including to issue citations for violations and infractions within the jurisdiction of the
Department of Agriculture.
