AN ACT CONCERNING A STUDY OF LIENS PLACED ON PERSONAL
PROPERTY FOR STATE RECOVERY OF FINANCIAL ASSISTANCE.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. (Effective from passage) The Department of Social Services
2 shall study the feasibility of establishing a prohibition on the placement
3 of department liens on any personal property, in addition to the
4 prohibition on the placement of such liens on real property, except
5 where required by federal law. Not later than January 1, 2022, the
6 department shall submit a report, in accordance with the provisions of
7 section 11-4a of the general statutes, to the joint standing committees of
8 the General Assembly having cognizance of matters relating to
9 appropriations and the budgets of state agencies and human services.
10 Such report shall include the additional cost of prohibiting the
11 placement of such liens on any personal property.
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To require the Department of Social Services to study the feasibility of
establishing a prohibition on the placement of department liens on
personal property, in addition to the prohibition on the placement of
such liens on real property, except where required by federal law.
