REASONS FOR BILL:
The bill gives the Claims Commissioner an extension of one year from the final adoption of
this resolution by the General Assembly to dispose of the 53 claims against the state listed in
the bill.
SUBSTITUTE LANGUAGE:
The substitute language consolidated the claims of 48 claimants (53 claims) into one
resolution for efficiency and simplicity due to the volume of claims extensions.

NATURE AND SOURCES OF OPPOSITION:
Christopher R. Sone, District Counsel, The Metropolitan District opposes HJ 313 (Section 11
of the substitute language. It is requested that the state make a resolution to order a payment
of the just claim made by the Metropolitan District Commission (MDC) or a resolution
allowing the MDC to sue the state. It is also stated that per Connecticut Statutes 4-159a the
state has received a benefit from the MDC and a payment should be remitted to MDC.
