REASONS FOR BILL:
This bill grants the Claims Commissioner an extension of one year from the final adoption of
this resolution by the General Assembly to dispose of the 32 claims against the state listed in
the bill.
SUBSTITUTE LANGUAGE:
The substitute language consolidated the claims of 30 claimants (32 claims) into one
resolution for efficiency and simplicity due to the volume of claims extensions.
RESPONSE FROM ADMINISTRATION/AGENCY:
None stated.
NATURE AND SOURCES OF SUPPORT:
Brown Paindiris & Scott, LLP, Sean Michael Peoples, Esq. supports Section 16 of the
substitute language on behalf of their client Loretta Lynn Small. It is stated that the claimant
fell at the Wethersfield Department of Motor Vehicles in April of 2014. It is stated that case is
ongoing, and the extension is supported.
NATURE AND SOURCES OF OPPOSITION:
Estate of Amanda Monington, Administrator, Melissa Steinhilper; opposes HJ 296 (Section
27 of the substitute language) on behalf of her niece who passed away eight years ago. This
has caused the family a lasting profound impact, as well as, daily unrest. We ask that the
extension in this case be denied and the family be allowed to proceed to sue the State of
Connecticut. It is requested that the administrator be allowed to sue the State of Connecticut
on behalf of the claimant.
