REASONS FOR BILL:
This bill seeks to adjust Connecticuts campaign finance laws. Utilizing federal court rulings
pertaining to independent expenditure committees and aggregate contribution limits for
individuals, the bill attempts to ensure that Connecticut is adhering to the proper laws
governing campaign finance. Additionally, this bill attempts to increase transparency and
accountability in the realm of campaign finance.
RESPONSE FROM ADMINISTRATION/AGENCY:
Michael J. Brandi, Executive Director and General Counsel, State Elections
Enforcement Commission (SEEC): SEEC strongly supports HB 6663, a bill that would
bring a new level of transparency and disclosure to campaign finance in Connecticut. In order
to comply with the rulings issued by various courts in recent years, SEEC believes that the
narrowly-tailored statutory adjustments in this bill are critical in terms of achieving full
compliance. SEEC views these measures as long overdue and strongly supports the bill.
