REASONS FOR BILL:
The bill grants the Claims Commissioner an extension of one year from the final adoption of
this resolution by the General Assembly to dispose of the 29 claims against the state listed in
the bill.
SUBSTITUTE LANGUAGE:
The substitute language consolidated 29 claimants (34 claims) into one resolution for
efficiency and simplicity due to the volume of extensions.

NATURE AND SOURCES OF OPPOSITION:
Marvin Parsons, Chief Probation Officer II with the State of Connecticut Judicial Support
Services opposes HJ 244 (Section 6 of the substitute language) on behalf of himself stating
the procedural history of the case which involves an auto accident and the significant delay in
getting any reimbursement to the damage of his vehicle. It was stated that the accident
occurred in the Stamford Courthouse Parking Lot due to the malfunction of the gate at the
parking garage. This accident occurred in June 2017, it was stated the magistrate had sent a
decision to the Claims Commissioner, but the claimant has been unable to obtain a copy or
resolution. It is requested that this not receive an extension and act on it.
