AN ACT CONCERNING COMPETITIVENESS AND LABOR COSTS AT
THE CONNECTICUT AIRPORT AUTHORITY.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. Subsections (g) and (h) of section 15-120mm of the general
2 statutes are repealed and the following is substituted in lieu thereof
3 (Effective from passage):
4 (g) [The] Except as provided in subsection (h) of this section, the
5 officers and all other employees of the authority shall be state employees
6 for the purposes of retirement and group welfare benefits, [and
7 retirement,] including, but not limited to, those provided under chapter
8 66 and sections 5-257 and 5-259. The authority shall reimburse the
9 appropriate state agencies for all costs incurred by such designation.
10 (h) (1) The executive director, as described in subsection (d) of section
11 15-120bb, and any unclassified employee of the authority hired before
12 the effective date of this section, may, at the discretion of the authority
13 and at the one-time irrevocable option of the executive director or such
14 unclassified employee, be exempted from the provision of subsection
15 (g) of this section for the purposes of retirement under chapter 66 or

16 group welfare benefits under sections 5-257 and 5-259. If the executive
17 director or such unclassified employee elects either or both such
18 options, as approved by the authority, the executive director's or such
19 unclassified employee's participation in the retirement or group welfare
20 benefits plan, as applicable, shall be suspended during the period of
21 such election and the executive director or unclassified employee may
22 participate in the retirement or group welfare benefits plan, or both,
23 developed by the authority pursuant to subdivision (3) of this
24 subsection while the executive director or such unclassified employee is
25 an employee of the authority.
26 (2) Any unclassified employee of the authority hired on or after the
27 effective date of this section shall be exempted from the provisions of
28 subsection (g) of this section for the purposes of retirement under
29 chapter 66 and group welfare benefits under sections 5-257 and 5-259
30 and shall participate in the retirement and group welfare benefits plan
31 developed by the authority pursuant to subdivision (3) of this
32 subsection.
33 (3) The authority [may] shall develop and implement retirement
34 [plans] and group welfare benefits plans for the executive director and
35 unclassified employees described in subdivisions (1) and (2) of this
36 subsection. Such plans shall not be subject to supervision, oversight or
37 approval by the State Employees Retirement Commission under
38 chapter 66 or the Comptroller, Attorney General or Insurance
39 Commissioner under chapter 67, provided any such retirement plan
40 shall be considered a Connecticut retirement plan for purposes of
41 subsection (d) of section 5-160. The authority shall pay all costs, fees,
42 contributions and other expenses incurred as a result of any such
43 retirement plan or group welfare benefit.
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To allow certain employees of the Connecticut Airport Authority and
require certain future employees of the authority to participate in
retirement and benefit plans implemented by the authority.
