REASONS FOR BILL:
To (1) amend the process timeline for the revision and adoption of the State Plan of Conservation
and Development, and (2) extend to 2024 the application of the plan intended to cover 2018 to
2023, inclusive. This refers to the State POCD that is referred to the General Assembly by the
Continuing State Committee on Planning and Development.

NATURE AND SOURCES OF OPPOSITION:
Frank DeFelice (Chairperson of Durham Planning and Zoning): While in favor of most of the
bill, he states that it could become costly for the state to have the bill pass in its current
interval (the State POCD is evaluated every 5 years and re adopted after changes are made).
He says it would be more wise to change to an adoption for every 10 years, and put forth
substitute language for that recommendation.
