REASONS FOR BILL:
This bill would allow the Insurance Commissioner to adopt regulations verifying continuing
education requirements for public adjusters.

NATURE AND SOURCES OF SUPPORT:
Chris Baxendale, Vice President and licensed pubic adjuster, CT Association of Public
Adjusters feels the legislation is straight-forward and designed to have regulations
promulgated that establish the contours of a continuing education program.
The property and casualty sector of the insurance industry is complex and constantly
changing. Continuing education should be required for public adjusters to stay current with
the latest developments in policy change, law, technology and importantly, ethics. We believe
public adjuster continuing education will benefit the Connecticut consumer.
Every year the CAPIA BOD meets with the Department of Insurance. We repeatedly hear
from the DOI the number one complaint they receive on public adjusters is they sign up a
claim and do not file a detailed claim in a timely manner. CAPIA members are held to a strict
code of ethics and conduct that addresses this issue. We believe ethics training within
continuing education will address this issue with the public adjusters that are the repeat
offenders.
