REASONS FOR BILL:
This bill would revise or repeal certain election administration laws concerning admission of
electors and maintenance of registry lists, training of certain election officials, residential
status of tabulator tenders, and delivery of election returns to the Secretary of the State, town
clerks and registrars of voters.

NATURE AND SOURCES OF SUPPORT:
Peter D. Spain: Spain testified that this bill is sensible and can boost the quality of our
elections and governmental ethics. They explained that it can help bring out a more
representative and robust democracy.
Timothy De Carlo, Registrars of Voters Association of Connecticut (ROVAC): De Carlo
testified that HB 6578 would repeal section 9-192a of Title 9 of the Connecticut General
Statues, which would remove an elections training unit that is, not related to the certification
training that was passed in 2015 and appears in Public Act No. 15-224 and would not affect
the current certification training program that is ongoing with the University of Connecticuts
Connecticut Information Technology Institute, (CITI). They state that the proposed legislation
also makes changes regarding the prescribed time a voter registration list is to be printed.
They state that ROVAC is also requesting change to 9-16, which would allow for the option
of including the towns Internet web site in order to give notice for the time and place of the
registration enrollment sessions that take place the week prior to a primary or general
election. De Carlo explains that allowing the option of noticing enrollment sessions on the
town website can help ensure that the notice appears on time and for multiple days rather
than one time when printed in a newspaper. They explain that this bill would help to better
reflect changes in the way elections are currently administered.
