REASONS FOR BILL:
This bill would allow towns and other municipalities to require new or majorly renovated
building energy use standards. This lets municipalities voluntarily adopt the new building
energy standards.
RESPONSE FROM ADMINISTRATION/AGENCY:
Katie Dykes, DEEP writes in support of the bill. They say it will offer municipalities a
tool to reduce greenhouse gas emissions while also lowering utility bills for owners and
occupants of these buildings. Says this bill will help state reach climate goals.
NATURE AND SOURCES OF SUPPORT:
Samantha Dynowski: Sierra Club writes in support of this bill. They say the bill will
allow municipalities to adopt enhanced energy requirements for new buildings and
have higher building standards than the base code.
Charles Rothenberger: Save the Sound writes in support of this bill.
Ross Spiegel: Green Building Council writes in support of this bill. This will create a
voluntary building stretch code and give municipalities a tool to help transform their
building stock toward meeting climate goals.
NATURE AND SOURCES OF OPPOSITION:
Gina Calabro: The American Institute of Architects write in concern of this bill.
They support the concepts provided in this bill but have some concerns about
provisions in the bill. Things such as the voluntary municipal adoption and not a state-
wide adoption.
Jim Perras: Home Builders & Remodelers Association writes in opposition of this
bill. They say that the bill would apply to larger multifamily properties thereby
negatively impacting the denser multifamily housing needed to help affordability crisis
in Connecticut.
