REASONS FOR BILL:
Working together the Department of Transportation, Division of State Police and Police
Officer Standards and Training Council will revise the uniform investigation of accident form.
This will be completed by September 30,2021.
Substitute Language
Language changes bill to working group, some of the changes noted below
Sec. 1: from Passage New section: No later than 9/1/21 a working group shall convene to
discuss and examine the Uniform Investigative Accident Form.
No later than 1/1/23 the working group will report on their findings to joint standing committee
having cognizance of matters relating to public safety and security. Group will terminate
1/1/23.

Joseph Giuletti, Commissioner, Department of Transportation
Commissioner Giuletti wrote in opposition of this bill. A revision requires every police
department in the state, all associated databases, retraining officers and rebuilding
associated safety applications that use crash data. There would be substantial cost to DOT
and other state agencies and municipalities in order to comply with this bill. A 6 th addition of
the Model Minimum Uniform Crash Criteria (MMUCC) which is published by Governors
Highway Safety Administration, will be released in 2023. The MMUCC is a national guideline
that represents a minimum set of data elements that are required to describe a motor vehicle
accident. Without adopting the MMUCC, the DOT could be in jeopardy of losing federal
funding for transportation safety programs.
