REASONS FOR BILL:
This bill is aimed at creating more financing opportunities for zero-emissions vehicle
infrastructure and other resiliency measures. Works through Connecticut Green Bank and
other entities to provide financing.
RESPONSE FROM ADMINISTRATION/AGENCY:
Katie Dykes, DEEP writes in support of this legislation. They say that it will create
another tool for businesses to pay for resiliency measures and combat effects of
climate change. They believe this will help state reach its climate and emissions goals
while being an important partner to Connecticut business.
Richard E. Sobolewski, The Office of Consumer Council supports this bill in
principle with the exception of section 3. They support the idea of the bill but has some
suggested edits to section 3. The edits being that the bill include a requirement for the
Connecticut Green Bank to conduct a cost-benefit analysis for any and all
improvements contemplated for the Green Banks financing of the bill.
NATURE AND SOURCES OF SUPPORT:
Connecticut Green Bank: They write in support of this bill. They say that these types
of programs can create long term benefits that are good for both the business
community and Connecticut's green future.
Tess Arzu: Greenworks lending writes in support of this bill. They say that the
benefits included in proposal will serve as a needed investment in resiliency.
Jim Perras: Home Builders & Remodelers Association writes in support of this bill.
They say the expanded scope of the proposal will allow for necessary building
developments.
Michele Pitale: Counterpointe SRE writes in support of the bill. They say it will serve
as a low-cost financing option for a more sustainable and resilient planning
environment.
Charles J. Rothenberger: Save the Sounds writes in support of this bill noting it as a
necessary investment in Connecticut resiliency.
