REASONS FOR BILL:
In recent years, an increasing number of Connecticut residents have registered their vehicles
in other states with lower taxes. The bill aims to increase the income tax credit on property
payments to five hundred dollars in an effort to decrease tax evasion.
RESPONSE FROM ADMINISTRATION/AGENCY:

NATURE AND SOURCES OF SUPPORT:
Rep. Vincent J. Candelora, 86th Dist: Voiced support that the pandemic has caused
increases in job losses while property taxes also increase every year. In the past, a credit on
personal income tax returns on primary resident or motor vehicle was $500, however it is
currently $200. Testimony supports restoring the $500 credit.
Francis R. Pickering, Executive Director of Western Connecticut Council of
Governments (WESTCOG): Voiced support. WESTGOG believes the tax credit will
incentivize CT residents to register vehicles in CT, reducing the incentive for municipal tax
evasion where residents register vehicles in other states. The increase in collected taxes
would offset the cost of the tax credit.
