REASONS FOR BILL:
This bill requires the Department of Energy and Environmental Protection to study ways to
make the electric distribution companies more accountable to Connecticut ratepayers.
RESPONSE FROM ADMINISTRATION/AGENCY:
NATURE AND SOURCES OF SUPPORT:
The Connecticut Conference of Municipalities supports HB 6525 but would request the
Energy & Technology Committee assign municipal representatives to the task force and,
encourage DEEP to seek municipal input during the process.
Connecticut State Representative Brian Lanoue supports HB 6525 largely because of the
irresponsible actions of Eversource in raising rates during a pandemic where people are
under significant financial hardship stemming from restrictions/quarantines and proposes that
specific language be inserted in this bill to charge the taskforce to examine the feasibility of
municipal electric companies expanding their service areas and the costs associated with
acquiring the infrastructure including, but not limited to, utility poles and wires
