REASONS FOR BILL:
This bill was introduced to require the Commissioner of Housing to study ways to assist state
residents with housing difficulties due to the COVID-19 pandemic.

Kathleen Flaherty- Executive Director, CT Legal Rights Project, Inc- OPPOSES stating that
the Department of Housing should instead work to secure federal assistance for landlords in
order to prevent tenants from losing access to housing.
Marie Matta-Isona - OPPOSES stating a study to be submitted in January of 2022 would
not be complete quick enough to be of use.
