REASONS FOR BILL:
The purpose of this bill is to conduct a study on how effective certain changes in procedures
in the Department of Children and Families may increase the effectiveness of services
provided to children in the care and custody of the commissioner. The commissioner would
then report the outcome of this study to the joint standing committee of the General
Assembly.
In line 18 language is added to explain that according to the Commissioner of Educations
permission a virtual session of a class counts as an actual school session.
In line 35 language is added in order to amend the definition of an excused/unexcused
absence to exclude school sessions that are conducted through virtual platforms.
