AN ACT CONCERNING THE DESIGNATION OF A BIKEWAY IN
CHESHIRE AND PUBLIC TRANSPORTATION FOR STUDENTS
ENROLLED IN ADULT EDUCATION PROGRAMS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. (Effective from passage) The Commissioner of Transportation
2 shall designate a portion of Routes 69 and 70 in the town of Cheshire as
3 a bikeway.
4 Sec. 2. (NEW) (Effective from passage) (a) The Commissioner of
5 Transportation may develop and propose to the Secretary of the Office
6 of Policy and Management a program to provide students of adult
7 education programs in this state access to bus and off-peak rail
8 transportation services. The program shall not be effective and shall not
9 create or expand bus or rail transportation services, unless approved by
10 the secretary. If the program is approved by the secretary, the
11 commissioner may negotiate and contract with any local or regional
12 board of education that maintains a program of adult classes, or
13 provides for participation in a program of adult classes, to provide
14 students of such adult classes with access to such transportation services

15 on the terms and conditions and for the compensation or
16 reimbursement approved by the secretary.
17 (b) On or before October 1, 2021, and annually thereafter, the
18 commissioner shall provide to the secretary any financial and
19 programmatic information for the prior fiscal year the secretary shall
20 require for the purposes of assessing the program's utilization rate and
21 the extent of any public subsidy for the program's bus or rail services.
This act shall take effect as follows and shall amend the following
sections:

bikeway, and (2) provide students enrolled in adult education programs
access to public transportation.
