AN ACT ESTABLISHING A PUBLIC-PRIVATE PARTNERSHIP TO
DELIVER COST-EFFECTIVE HUMAN SERVICES AND DETER FRAUD.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 Section 1. (Effective from passage) (a) For purposes of this section, (1)
2 "human services" means direct services to state residents delivered by
3 the Departments of Social Services, Developmental Services, Children
4 and Families or Mental Health and Addiction Services; and (2) "public-
5 private partnership" means the relationship established between the
6 Departments of Social Services, Developmental Services, Children and
7 Families or Mental Health and Addiction Services by contracting with a
8 private, nonprofit entity for the delivery of human services.
9 (b) There is established a public-private partnership advisory council
10 for the delivery of human services. The advisory council shall study and
11 make recommendations concerning how to deliver human services in a
12 cost-efficient manner, and deter fraud in the delivery and receipt of
13 human services. The council shall consist of the following members:
14 (1) Two representatives of nonprofit human services organizations
15 appointed by the speaker of the House of Representatives, both of

16 whom have expertise in the delivery of human services;
17 (2) Two appointed by the president pro tempore of the Senate;
18 (3) One appointed by the majority leader of the House of
19 Representatives;
20 (4) One appointed by the majority leader of the Senate;
21 (5) One appointed by the minority leader of the House of
22 Representatives;
23 (6) One appointed by the minority leader of the Senate;
24 (7) The Commissioners of Social Services, Developmental Services,
25 Children and Families and Mental Health and Addiction Services, or the
26 commissioners' designees;
27 (8) Two persons appointed by the Governor; and
28 (9) The Secretary of the Office of Policy and Management, or the
29 secretary's designee.
30 (c) Any member of the advisory council appointed under subdivision
31 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member
32 of the General Assembly.
33 (d) All appointments to the advisory council shall be made not later
34 than thirty days after the effective date of this section. Any vacancy shall
35 be filled by the appointing authority.
36 (e) The speaker of the House of Representatives and the president pro
37 tempore of the Senate shall select the chairpersons of the advisory
38 council from among the members of the advisory council. Such
39 chairpersons shall schedule the first meeting of the advisory council,
40 which shall be held not later than sixty days after the effective date of
41 this section.
42 (f) The administrative staff of the Commission on Women, Children,

43 Seniors, Equity and Opportunity shall serve as administrative staff of
44 the advisory council.
45 (g) Not later than November 1, 2021, the advisory council shall report,
46 in accordance with the provisions of section 11-4a of the general statutes,
47 to the joint standing committees of the General Assembly having
48 cognizance of matters relating to appropriations and the budgets of state
49 agencies, children, human services and public health. The report shall
50 include, but need not be limited to, recommendations concerning state-
51 administered human services that may be directly provided by a public-
52 private partnership on a more cost-efficient basis. The joint standing
53 committees shall hold a public hearing on the report not later than thirty
54 days after receipt of the report.
55 (h) The advisory council shall terminate on January 1, 2022.
56 Sec. 2. (NEW) (Effective from passage) The Commissioners of Social
57 Services, Developmental Services, Children and Families and Mental
58 Health and Addiction Services may contract for the delivery of human
59 services through a public-private partnership recommended by the
60 public-private partnership advisory council pursuant to section 1 of this
61 act, provided such contract complies with the provisions of section 4e-
62 16 of the general statutes.
This act shall take effect as follows and shall amend the following
sections:

services and deter fraud.
