REASONS FOR BILL:
The purpose of this bill is to set clear & concise regulations on voting in creating special
taxing districts to maintain water quality in lakes. Additionally the bill makes it easier to create
a special taxing district to maintain water quality in a lake by allowing (1) a simple majority of
voters, rather than a two-thirds majority as required by current law, to approve its creation
through a referendum and (2) non-resident property owners, rather than only district residents
as under current law, to vote at the meeting held to act on whether to create a district.
