AN ACT CONCERNING CHANGES TO PUBLIC ACT 20-1 OF THE
JULY SPECIAL SESSION, ALSO KNOWN AS THE POLICE
ACCOUNTABILITY ACT.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 (1) That the effective dates of provisions of the general statutes
2 amended or enacted by public act 20-1 of the July special session be
3 amended to change the effective dates to June 2022.
4 (2) That the general statutes be amended to (A) require joint Judiciary
5 and Public Safety committee meetings annually to discuss Police Officer
6 Standards and Training Council (POST) recommendations to ensure
7 concurrence with legislative intent; (B) require a review of any proposed
8 legislative changes regarding any piece of public act 20-1 of the July
9 special session; (C) require use of force policy for peace officers that
10 incorporates a single, standardized training curriculum to include
11 lesson plans and presentation material regarding all aspects of this
12 policy for the purposes of in-service or review training and that such

13 training be reviewed to remove redundant training modules and bring
14 training hours to forty in a calendar year; (D) require that such training
15 be delivered by a POST-certified use of force instructor; (E) enable
16 municipal departments to elect to offer additional training in any area
17 of this policy, provided such training may not supplant any portion of
18 the POST-approved training module; (F) require that any additional
19 training offered must be delivered by a POST-certified use of force
20 instructor using a POST-approved lesson plan; (G) require each
21 municipal department to ensure that every peace officer be bound by
22 the use of force policy and completes all required POST use of force
23 training prior to the policy coming into effect, and thereafter, the
24 department shall ensure that every officer completes the POST
25 recertification training module no less than once annually.
26 (3) That title 18 of the general statutes be amended to make certain
27 changes including a requirement that the use of force policy for
28 correctional custody staff incorporates and clarifies the duty to
29 intervene and that the Department of Correction shall train all staff on
30 this policy prior to its implementation.
31 (4) That departments be reimbursed for the initial training for the
32 new use of force policy using available bonding dollars provided for
33 workforce development and enacted and authorized as part of public
34 act 20-1.
35 (5) That section 7-291e of the general statutes be amended to provide
36 that officers who are determined to need treatment following a
37 behavioral health assessment are offered such treatment and are then
38 given a reassessment followed by treatment, if necessary, and then if
39 following further reassessment it is determined that such officer is
40 unable to perform his or her duties, such officer be offered disability
41 retirement.
42 (6) That sections 54-33b and 54-33o of the general statutes be
43 amended to provide that a search may proceed after consent is properly
44 given and recorded and that a vehicle may be searched prior to being
45 towed away from the scene.

46 (7) That chapter 886 of the general statutes be amended to make
47 certain changes including for the provision of a mechanism to ensure
48 proper staffing at the Office of the Inspector General, that the
49 mechanism provide for a greater pool of applicants to fulfill the needs
50 of the office, that an Inspector General be successfully appointed and
51 that all staffing needs of the office are met.
Statement of Purpose:
To amend provisions of public act 20-1 of the July special session, also
known as the Police Accountability Act.
