AN ACT CONCERNING INCARCERATED INDIVIDUALS AND
ELECTORAL PRIVILEGES.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 That title 9 of the general statutes be amended to (1) identify
2 organizations and institutions best suited to help provide to
3 incarcerated individuals information and other resources concerning
4 candidates and policy issues, (2) require local election officials to
5 develop plans to assist eligible incarcerated individuals in both
6 registering to vote and actually voting, (3) require the Secretary of the
7 State and the Commissioner of Correction to coordinate on efforts to
8 facilitate voter education, identify eligible voters and develop
9 procedures for supervised ballot submission, (4) provide that no person
10 who voted while incarcerated may be held liable for failing to withdraw
11 such person's absentee ballot or voting in person after submitting such
12 absentee ballot, (5) provide that no incarcerated person who is ineligible

13 to vote may be held liable for inadvertently misrepresenting such
14 person's eligibility and seeking to apply for an absentee ballot, (6)
15 establish a Department of Correction Registrar of Voters, permit local
16 election officials in municipalities without correctional facilities to
17 provide assistance to local election officials in municipalities with such
18 facilities or provide additional funding to local election officials in
19 municipalities with such facilities, (7) establish polling places in jails
20 where periods of incarceration are shorter and promote absentee voting
21 in prisons where such periods are longer, and (8) involve currently and
22 formerly incarcerated individuals in the implementation of such voting
23 initiatives.
Statement of Purpose:
To implement several reforms regarding voting by incarcerated
individuals who have not forfeited their electoral privileges.
