AN ACT CONCERNING THE ADMINISTRATION OF ELECTIONS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
1 That title 9 of the general statutes be amended to (1) require the
2 Secretary of the State to submit, not later than October 1, 2021, to the
3 joint standing committee of the General Assembly having cognizance of
4 matters relating to elections a report on each election law modified by
5 executive order of the Governor or pursuant to the Secretary's authority
6 under section 9-3 of the general statutes for any election or primary held
7 in 2020 or 2021, (2) require any proposed declaratory ruling, instruction,
8 opinion or written order of the Secretary to be issued pursuant to said
9 section to be submitted to the standing legislative regulation review
10 committee for approval, (3) prohibit the unsolicited mailing of absentee
11 ballot applications by any state or municipal election official, (4) specify
12 that absentee ballots may only be counted on the day of an election, (5)
13 establish a pilot program for verification of signatures on absentee ballot
14 envelopes, (6) require, with any absentee ballot application, an
15 accompanying statement of the penalties for any violation of election

16 laws, including, but not limited to, a statement that only the intended
17 recipient of such application may complete and return such application,
18 (7) establish a task force to study the viability of using a single envelope,
19 instead of two, for the return of an absentee ballot, (8) withdraw the state
20 from the National Popular Vote Interstate Compact, (9) require the
21 Secretary to establish and implement procedures to audit accepted
22 election day registration applications and confirmation notices of such
23 accepted applications sent by and returned to registrars of voters, (10)
24 require the Secretary to establish and implement procedures for
25 auditing statements signed by electors who do not present certain
26 preprinted forms of identification prior to voting at a polling place, and
27 (11) (A) provide that, prior to receiving and being able to cast a ballot at
28 the polling place, each elector shall present to the official checker or
29 checkers a current and valid photo identification, which identification
30 clearly displays such elector's name and residential address, and (B)
31 establish a program for waiving the fee associated with obtaining, for
32 voting purposes, a motor vehicle operator's license, identity card or
33 other government-issued form of photo identification.
Statement of Purpose:
To implement several changes concerning the administration of
elections.
