REASONS FOR BILL:
The reason for this bill is to clarify eligibility for the Connecticut Home-Care Program for
Persons with Disabilities pilot program. It amends the statute to clearly state that individuals
who receive or are eligible for medical assistance through Medicaid are ineligible for the
Connecticut Home-Care Program. The purpose of this bill is to reduce potential confusion
concerning individuals qualified for or receiving Medicaid in applying to this program.
RESPONSE FROM ADMINISTRATION/AGENCY:
Diedre S. Gifford, Commissioner, Department of Social Services, is in support of the bill. This
amendment makes the statute consistent with Department policy. From the start, DSS has
not allowed individuals who are eligible or active on Medicaid to participate in the program
since they may obtain services through the Medicaid State Plan or a Medicaid waiver.
