REASONS FOR BILL:
This bill seeks to deter illegal street racing by increasing penalties for those who participate.
As incidents of illegal street racing rise, further disincentivizing it will theoretically lead to safer
streets.
RESPONSE FROM ADMINISTRATION/AGENCY:
None expressed.
NATURE AND SOURCES OF SUPPORT:
Senator Martin Looney, Senate President Pro Tempore: "Currently under 14-224(h) the
impoundment can be no more than thirty days and the maximum fine is $2,000 for the first
conviction and $3,000 for subsequent convictions. Clearly these penalties are not deterring
this behavior. HB 6066 would strengthen the penalties to a level where they may create a
significant deterrent."
Representative Al Paolillo, 97th House District: Describes an area which sees both heavy
traffic and commonly hosts street racing, and argues that increasing penalties and fines will
result in fewer instances of street racing demonstrations.
