REASONS FOR BILL:
HB-6105 seeks to permit a special taxing district in West Haven and authorize that district to
make expenditures for public and private infrastructure improvements and issue bonds to
finance said improvements
RESPONSE FROM ADMINISTRATION/AGENCY:
None Submitted for HB-6747.
NATURE AND SOURCES OF SUPPORT:
John Dionis, Vice President- Development, The Haven Group, LLC supports this bill
because he feels that after years of economic redevelopment in this proposed district the City
of West Haven deserves to collect the rewards.
Charles Ferraro, State Representative supports this bill because it would enable the
development of The Haven, a luxury shopping outlet that he claims may help the city recoup
the revenue lost by the city due to COVID-19.
Nancy Rossi, Mayor of the City of West Haven- supports this bill because it would allow
funding for a large variety of infrastructure projects that the City of West Haven wants to
complete.
West Haven Delegation supports this bill because they state that with the "Haven" project
being almost completely agreed upon, The City of West Haven still needs the Special Taxing
District to be able to move forward.
